On behalf of the Global Initiative for Fiscal Transparency and the International Budget Partnership, we recognize the effort that Liberia has made to promote budget transparency. Although this work has sometimes not yielded the expected results and inevitably challenges remain, we know that your leadership has always strongly advanced the disclosure of information on the use of public resources and the expansion of the possibilities for public participation in the budget process. In the 2019 edition of IBP’s Open Budget Survey, Liberia had a 6% increase compared to the 2017 results (link).
The Executive Board of the IMF at a meeting on Friday, June 5, 2020, approved the disbursement of SDR 36.2 million equivalents to US$ 50million or 14 percent of quota under the Rapid Credit Facility (RCF) to Liberia to help address the emergency financing needs stemming from the COVID 19 pandemic.

Public Financial Management Unit (PFMU): is tasked with providing centralized financial management functions for donor-funded projects in Liberia. The Unit receives payment requests from the Project Implementation Units (PIUs) and processes those payments on behalf of the implementation units.
The PFMU primarily carry out disbursement of donors funds in accordance with donor procedures and report accordingly
Mobile Money Unit (MMU): is responsible for digital money storage, payments, and transfers of the government. The unit creates awareness and enrollment for civil servants and presidential appointees on the GoL mobile money platform.
The unit intends to drive the Liberian economy from cash-based to a cashless economy using the mobile money platform.
Technical Services Unit (TSU): is responsible for advising the CAG on all technical fiscal related matters, provides training, and assigned comptrollers across line ministries and agencies. The unit also ensures GoL compliance with the implementation of the Treasury Single Account Reform and advises on GoL’s liquidity position.
The Comptroller and Accountant General’s Department (CAGD) was established in March 2020 with the passage of the Amended and Restated PFM Act (2019), which was signed by the President of the Republic, His Excellency Dr. George Manneh Weah. This critical reform, which has been in the making for years, was done under the Donor Supported Public Financial Management Reforms Initiative of the Government of Liberia (GoL).
The Department is responsible for government accounting and treasury functions in accordance with the Public Financial Management Act and Regulations (2009), along with its Amendment and Restatement (2019), and other enactments required by law. The CAGD is responsible for initiating, formulating, and coordinating policy for the management of public funds and assets. The Department receives, pays, safeguards, and reports on the receipt and usage of all public funds on behalf of the government.
The Comptroller and Accountant General (CAG) heads the Department and reports to the Minister of Finance. The CAG advises ministries and agencies to ensure the effective implementation of accounting instructions. In line with the International Public Sector Accounting Standards (IPSASs) and with a consultation with the Auditor-General, the Department produces treasury and accounting instructions outlining the basis, policies, classification systems, chart of accounts, and the reporting format to be used in accounting for public funds by all government institutions. The Department is also responsible for producing quarterly and annual reports on consolidated fund accounts, annual government agency accounts, and annual public accounts for the attention of the Minister of Finance and Auditor-General.

Monrovia, Liberia - Liberia’s Finance and Development Planning Minister, Hon. Samuel D. Tweah Jr., says the Public Financial Management program of the country is on the right path. Minister Tweah made the disclosure at the signing of the Financing Agreement of the Public Financial Management Reform for Institution Strengthening Project (PFMRISP), held Wednesday, August 28, 2019 between the Government of Liberia and the World Bank.
The PFMRIS Project is financed through an International Development Association grant of US$19million equivalent.
The five-year Project was formally approved by the World Bank Board on July 16, 2019. According to the Agreement, the PFMRISP has five components, which include: Enhancing Domestic Resources Mobilization Sources and Systems, Stabilizing and Strengthening Financial Controls and Performance, as well as Improving Oversight and Public Sector Capacity. Other components of the Project are Improving Upstream and Downstream PFM Systems, and Project Management.
Hon. Tweah told the gathering that two effective conditions set forth in the Financing Agreement have been fulfilled by the Ministry of Finance and Development Planning. He named the conditions as the setting up of a Project Management Unit and the preparation and adoption of the Project Implementation Manual.

Monrovia, Liberia - The attention of the Ministry of Finance and Development Planning (MFDP) is drawn to erroneous reports being circulated in certain quarters that the Ministry has disrespected the Honourable Supreme Court of Liberia by ignoring its orders to lift the recent access restriction placed on the accounts of the Liberia National Lotteries (LNL) by the ministry.
Monrovia, Liberia - The European Union has provided initial funding of EUR 6 million (USD 6.87 m) to help Liberia pave the road connection from Sanniquelle to Loguato with asphalt. The EU regional envelope for West Africa also allocated EUR 14.2 million to this project. The European Investment Bank (EIB) is expected to contribute EUR 17 million.

Monrovia, Liberia – The Minister of Finance and Development Planning, Hon. Samuel D. Tweah, Jr., on Wednesday, October 3, 2018 signed on behalf of the Government of Liberia the Loan and Grant Agreements with the AfDB totaling US $41.58 Million for the Second Phase of the Mano River Union Road Development and Transport Facilitation Programme which would improve roads connectivity in Liberia and facilitate transport between Liberia and its MRU neighbors as well as promote regional integration.
Monrovia, Liberia - With support from the African Capacity Building Foundation (ACBF) and the Arab Bank for Economic Development in Africa (BADEA), the Liberia Macroeconomic Policy Analysis Center with the Ministry of Finance and Development Planning has successfully completed three days events for the empowerment of Liberian Women in agriculture and women entrepreneurs. The three days event included a one-day Policy Advocacy Forum and two days leadership training for women agriculture cooperatives and women entrepreneurs. According to ACBF, the objective of the events is to promote sustainable agriculture in Africa with women at the forefront of the project: Empowerment of Women in Agriculture (EWA). The events are piloted in three African countries; Liberia, Rwanda, and Malawi.
