Monrovia, Liberia - Finance and Development Planning Minister Augustine Kpehe Ngafuan says the passage of the Fiscal Year (FY) 2026 National Budget before the start of the fiscal year is critical to achieving timely and effective service delivery across government institutions.
“We are concerned about delivery. And we can only have Ministries, Agencies, and Commissions (MACs) delivering when the budget is crafted, submitted, and passed in time,” Minister Ngafuan emphasized.
He made the statement on Tuesday, when he officially launched the FY 2026 Budget Preparation Process at the Ministerial Complex in Congo Town.
Minister Ngafuan underscored that timely budget preparation and passage is not merely a procedural goal but a necessary condition for the implementation of key programs under the government's ARREST Agenda, which prioritizes Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.
“We intend to continue on the path we started last year by passing the budget in time, a feat that was achieved after many years. This year, we intend to meet all the timelines, including the submission of the budget to the legislature by the 31st of October,” he added.
The launch of FY 2026 Budget saw the participation of Heads of MACs, their Deputies and Comptrollers amongst others.
Meanwhile, Minister Ngafuan has hailed the revenue generation efforts of the government, which saw the generation of “surplus” for FY 2025.
“Last year, we had challenges in the first and second quarters, but at the end of the Budget Year, we had a little surplus. Thanks to the Liberia Revenue Authority and members of the executive and legislature for a great job.”
He boasted of the government raising the highest-ever domestic revenue collection in our country’s history in the amount of US$692 million.
The Minister noted that these early engagements with stakeholdersin cluding MACs, and the legislaturewill be a hallmark of the FY 2026 process. He called on all spending entities to submit realistic and prioritized budget proposals aligned with national development priorities and available fiscal space.
He further indicated that the Ministry is working to strengthen transparency and accountability mechanisms in the budgeting process, including more robust monitoring of expenditure and performance.
Speaking earlier, the Co-Chair on Expenditure, Committee on Ways, Means and Finance at the House of Representatives, 54th Legislature Hon. Dorwohn Gleekia says the involvement of the legislature at the launch was in the spirit of coordination as enshrined under Article 3 of the Liberian constitution.
“Although preparation of the budget is a function of the Executive but we must coordinate to see the commencement of the implementation of the budget on Day 1 of the new year,” he noted.
Also speaking at the event, Deputy Minister for Budget and Development Planning Tanneh G. Brunson reaffirmed the Ministry’s commitment to consultative planning and results-based budgeting.
She urged MACs to take the process seriously and adhere to submission deadlines, which will allow for adequate technical review and consolidation.
