Aid Management of MFDP holds workshop for PIUS/PMUS/IIU

Monrovia, Liberia - A Three-day workshop to enhance effectiveness of development cooperation and delivery system has ended in Monrovia.

The workshop, organized by the Ministry of Finance and Development Planning brought PIUs/PMUs/IIUs from ministries and agencies of government together.

Deputy Minister for Economic Management Hon. Augustus J. Flomo, who gave the overview of the workshop, called on partners to collaborate with other ministries and agencies of government for successful implementation of donors’ projects.

Deputy Minister Flomo spoke about the importance of designing and aligning projects with the national development agenda (Pro-Poor Agenda for Prosperity and Development-PAPD) while at the same time encouraging Partners to align with PAPD. He further stressed national ownership of Government of Liberia’s Projects; stating “It is GOL that is acquiring the loans and grants to implement projects that should expand the economy of Liberia, so owning by PIU/PMU/IIU staff and government staff is critical to a successful result.

Deputy Minister Flomo underscored the need for Project Managers to do all they can to understand the funding cycles of partners as well as linking with the Budget Department to accommodate co-funding framework. He encouraged the PIU/PMU/IIU Managers and staff to work in a timely manner to avoid ‘No Cost Extension’ as doing no cost extension on Project would mean cost extension (i.e, Salaries, etc) for GOL. He further said that timely clearing of issues can bring productivity to different sectors and overall growth of our economy.

He concluded by encouraging coordination amongst with the Ministries and Agencies of GOL.

For her part, World Bank Liberia Country Manager, Madame Larisa Leshchenko explained that money whenever it is spent or disbursed brings some services to the people.
“This brings roads, develops the agriculture sector and brings job opportunity to the people. The key point is the World Bank move money, implement their portfolio and deliver results”. Madame Leschenko stressed.

She noted that the World Bank cannot deliver all the projects, but will partner and coordinate with the government.

She explained that the government role is very crucial in these projects, because they are in the driver’s seat. “The government should be the one to coordinate and see the bigger picture by monitoring who brings what into each sector. Bringing our sources together, finances together to ensure higher level of effectiveness and deliveries of results”, she went on to say.

She indicated that Bank is committed to working in partnership with government and partners to provide the timely respond and will help build capacity.

Also speaking at the occasion, the African Development Bank Country Economist, Mr. Kelvin Banda who proxy for the Country Manager lauded the Ministry of Finance for organizing the workshop and taking ownership of Projects. He stressed AfDB’s continued commitment in working with the Government of Liberia to deliver on results throughout their sponsored project portfolios.
