Minister Ngafuan Leads Constituency 15 Delegation in Talks with AfDB President; Highlights Macroeconomic Gains and Staff Representation

Brazzaville, Congo - Members of Constituency 15 Governors, led by Liberia’s Minister of Finance and Development Planning and Chair of the Constituency, Augustine Kpehe Ngafuan, on Thursday held a high-level engagement with Dr Sidi Ould Tah, President of the African Development Bank Group, on the margins of the 2026 Annual Meetings.

The Constituency through Minister Ngafuan expressed appreciation for the strong partnership and support provided by the Bank across Liberia, The Gambia, Sierra Leone, Sudan, and Ghana, particularly in macroeconomic stabilization, domestic resource mobilization, infrastructure, agriculture, energy, and crisis response.

 
The Constituency Governors who were present in the meeting were Augustine Kpehe Ngafuan, Minister of Finance and Development Planning – Liberia and Chair of the Constituency, Seedy Keita, Minister for Finance – The Gambia, Mr. Alimamy Bangura, Alternate AfDB Governor of Sierra Leone, Mr. Badreldien Ahmed Alternate AfDB Governor of Sudan.
 
Speaking specifically on Liberia, Minister Ngafuan highlighted improved macroeconomic performance, including GDP growth of about 5.1%, record domestic revenue mobilization, and declining inflation..
 
He commended the Bank’s support for budget financing, imcreased resource mobilization in the mining sector, and key infrastructure projects such as the Zwedru-Fish Town- Harper transport corridor.
 
The Liberian Finance Minister also emphasized the need for continued support amid external shocks arising from the Middle East crisis.
Minister Ngafuan also emphasized the importance of increasing the Constituency representation within the AfDB workforce.
The President, Dr. Sidi Ould Tah in response thanked the AfDB's Constituency 15 delegation for the presentation and for the frank update on the macroeconomic situation, portfolio performance, and key development challenges facing member countries.
 
He also expressed appreciation for the Constituency’s support for his Four Cardinal Priorities and for the proposed New Financial Architecture for Development (NAFAD) initiative.
 
The President took note of the concerns raised regarding staffing and representation of Constituency 15 countries within the Bank.
He assured the delegation that the issue had been duly noted and that once the detailed organizational structure is approved by the Board, Management would give attention to staffing matters, including representation and deployment across the Bank.
