Atty. Dr. Samora P. Z. Wolokolie is an erudite, suave, and savvy Liberian Public Financial expert and a Lawyer who has earned himself a remarkable feat of accomplishments in academia and a grandeur span of his career. Over the last 18 years and counting, Dr. Samora P. Z. Wolokolie has potentially established and equated himself as a spirited and result-oriented Professional expert and a distinguished academic scholar who has not only earned a plethora of academic degrees with distinctions but has made time for the classroom as a University Lecturer to teach, mentor, and inspire thousands of young Liberians hoping to be czars of their respective careers Like him (Samora), despite loads of public and private career engagements and responsibilities. Career Span:

No doubt, Samora P. Z. Wolokolie has had an enriching and enviable breadth of career journey proudly distinguishing himself as a young Liberian worthy of emulation. Over the enthralling progression of his professional career in Public Finance, Certified Public Accounting, Forensic Auditing and Law, Wolokolie has demonstrated ethical professionalism, excellence, integrity, and devotion in both his public and private services straddling 18 years and counting. He currently serves as Deputy Minister for Fiscal Affairs at the Ministry of Finance and Development Planning whose primary and statutory responsibility is to manage the fiscal side of the Liberian economy, a task that cannot be ranked any less. He also develops and administers the fiscal policies, rules, and regulations of Liberia and oversees and executes all matters relating to government general accounting processes, including salaries, payments of goods and services, pensions, and other attending fiscal responsibilities. Additionally, he is responsible to oversee all matters concerning the framing of proposals regarding tax and non-tax revenue, tax reform as part of fiscal consolidation, coordinate with and generally performing all such services relative to the management of government finances through adequate cash management functions as may be required by law, and implement expenditure proposals of Ministries and Agencies of Government as appropriated in the budget.

Before he was appointed Deputy Minister for Fiscal Affairs at the Ministry of Finance and Development Planning by His Excellency Dr. George Manneh Weah, Wolokolie served as Managing Partner of BICON. INC. Liberia (then VOSCON INC) and PKF, Liberia at senior management levels. Before joining BICON Inc. Wolokolie was a recognized certified public accountant, forensic auditor, tax practitioner who has served as Engagement Manager in charge of Audit and Tax as well as Audit Supervisor at Baker Tilly, Liberia (then VOSCON, INC) and PKF, Liberia, respectively. He also served as Director of the Internal Audit Division at the Ministry of Finance under a definite World Bank / GOL contract, a task he performed with the highest degree of professionalism and integrity.

He has also made meaningful leaps in the realm of academia, something he is religiously passionate about. Wolokolie is an adjunct lecturer of Auditing, Taxation, and Accounting at the Arthur Barclay Business College of the Stella Maris Polytechnic University, the University of Liberia, and Cuttington University graduate schools. He has presented professional papers at various specialized gatherings, forums, workshops, symposiums, and seminars in and out of Liberia.

Samora is a multi-skilled professional, business consultant, and national leader. Samora P. Z. Wolokolie is a scholar in its truest sense and definition—indicative of accentuating the highest level of academia. He holds a Doctor of Philosophy (Ph.D.) and Master of Science (MSc.), in Forensic Accounting & Audit from the Charisma University in the Turks & Caicos Islands, United Kingdom in February 2020 and February 2016 respectively.

Before his incredible and surreal journey at the Charisma University, Wolokolie had earned a Master of Business Administration (MBA) in Accounting from the Cuttington University in 2007.

He is an Attorney at Law who obtained LLB from Liberia's prestigious Louis Arthur Grimes School of Law, University of Liberia and got admitted to the Liberia National Bar Association on August 13, 2021.

Prime Audits Conducted and System & Control Implementation:

His ability to blend his core technical expertise, broad managerial competencies, and varied work experiences with his relationship-building (interpersonal deportment) and leadership skills, has underpinned his professional and career feats over the last fourteen years and counting.

Samora has professionally managed audits of USAID contractors receiving contracts and grants for capacity-building projects in Liberia. The objectives of the audits were to determine that: charges to contracts and grants were properly supported and reasonable, the internal control structure was adequate, overhead costs were allocated in compliance with contract provisions and applicable laws and regulations. The audits were performed under generally accepted auditing standards, Government Auditing Standards, and provisions of the Federal Acquisition Regulations.

Wolokolie has overseen large, multi-site audit and consulting engagements for entities with complex organizational structures and accounting systems. He has prepared numerous management letters recommending improvements in the internal controls for a wide variety of accounting systems in both the public and private sectors. Additionally, he managed the implementation of system improvements such as the standardization of accounting procedures among related entities.
